Please do not use his artwork without the proper license .

Open all your supplies in psp .

Open a new image 600 x 600 . You can resize and or crop your image later .

Copy and paste one of the glitter burst as a new layer and resize to fit your image .
Center this .

Copy and paste the Frame 2 as a new layer and resize to fit your image .

Copy and paste 2 of the ribbons as new layer(s) and resize them both to fit your image ,
mainly the frame , you can cut them though to fit better .

Position them in cross X - refer to my image as a reference .

Using your freehand selection tool tolerance and feather both set to 0 .
Out line the ribbons part sticking out of your frame and delete , be sure to deselect .

Copy and paste your tube as a new layer and resize to fit your image .

Try to center the tube with your frame .

Copy and paste your elements of choice as new layers , resize and position to your liking .

Add any dropshadows to your layers .

Resize and or crop your image now .

Add any proper artist copyright to your tag .

Add any names or sayings to your tag .

Save your file as a .jpg or .png file .
